High Seas Treaty Comes into Force

On 17th January 2026, the High Seas Treaty entered into force after 60 countries ratified it, creating the first legally binding global framework to conserve biodiversity in ocean areas beyond national jurisdiction, which cover nearly two-thirds of the world’s oceans.

What is the High Seas Treaty?

  • Official Name: Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction (BBNJ).
  • Adopted in June 2023 after nearly 20 years of negotiations.
  • Applies to the high seas and deep seabed, i.e., ocean areas outside national Exclusive Economic Zones ....
