- GPR is about reviewing and redefining the way (in terms of processes, procedure, spirit, attitude) government needs to operate and transact with its stakeholders (Citizens, Employees, Business, NGO, other Government agencies, International bodies) in ever changing times.

- Transformation of government services: GPR uses IT to transform service delivery by re-orienting the process followed by government in services delivery unlike e-governance which focuses on translating government services by shifting the existing services to online modes.
