Rule 176 vs. Rule 267 of Rajya Sabha
In the Monsoon Session of Parliament 2023, protests and disruptions in the Rajya Sabha was witnessed over the Opposition demanding the discussion under rule 267 for the Manipur situation whereas, the Centre’s preference was a shorter one under rule 176.
Rule 267
- It permits the suspension of pre-decided business with the Chairman's approval for discussing pressing issues.
- It allows any member, with the Chairman's consent, to move for the suspension of a rule related to the day's agenda. If approved, the rule is suspended temporarily.
Rule 176
- It governs short-duration discussions, lasting up to two-and-a-half hours.
