In June 2024, the Central Government introduced the Offshore Areas (Existence of Mineral Resources) Rules, 2024 under the Offshore Areas Mineral (Development and Regulation) Act, 2002, to regulate offshore mineral exploration and mining.

Offshore Mineral Resources in India

India’s Exclusive Economic Zone (EEZ) spans over two million square kilometers, holding significant recoverable mineral deposits. Key offshore minerals include gold, diamonds, copper, nickel, cobalt, manganese, and rare earth elements (REEs).

Major identified deposits include:

  • Lime mud (off Gujarat & Maharashtra).
  • Construction-grade sand (off Kerala).
  • Heavy mineral placers (off Odisha, Andhra Pradesh, Kerala, Tamil Nadu, Maharashtra).
  • Phosphorite deposits (Eastern & Western continental margins).
