  • To increase the capacity of minority and artisan groups through focused interventions that guarantee chances for work and a means of subsistence.
  • To offer formal education and certification to school dropouts from families in minority and artisan groups up to the eighth, tenth, and twelfth grades through open schooling.
  • To preserve and advance the traditional artistic and craft forms' cultural heritage, including its literature, records, and manuscripts.
