Passport vs Citizenship: Legal Position Explained

On 24th June 2026, the Ministry of External Affairs (MEA) clarified that an Indian passport is a travel document and not a conclusive proof of citizenship. The clarification came amid discussions over documents accepted during the Special Intensive Revision (SIR) of electoral rolls.

  • Indian citizenship is determined under the Citizenship Act, 1955, whereas passports are issued under the Passports Act, 1967.
  • India does not have a single universal document that conclusively proves citizenship.
