UGC Regulations, 2025 on Equivalence of Foreign Qualifications
On 4th April 2025, the University Grants Commission (UGC) notified the Recognition and Grant of Equivalence to Qualifications Obtained from Foreign Educational Institutions Regulations, 2025, creating a statutory framework to evaluate foreign degrees for academic and professional use in India.
Provisions of the Regulations
- Scope of Application: Applicable to all academic institutions under UGC for higher education, research, and employment—excluding professional degrees regulated by statutory councils like medicine, law, pharmacy, nursing, and architecture.
- Inclusion of Distance & Online Degrees: Unlike the draft, the final regulations include qualifications obtained via distance or online learning, based on stakeholder feedback.
