Rashtriya Kamdhenu Aayog For Welfare Of Cows

In the Interim Budget 2019-20, government announced that a Rashtriya Kamdhenu Aayog will be set up for the welfare of cows in the country. It will set up a Rashtriya Kamdhenu Aayog to upscale sustainable genetic upgradation of cow resources and enhance production and productivity of cows. The Aayog will also look after effective implementation of laws and welfare schemes for cows.

Background

Directive Principles of State Policy as enshrined in Article 48 states that the State shall endeavour to organize agriculture and animal husbandry on modern and scientific lines and shall, in particular, take steps for preserving and improving the breeds, and prohibiting the slaughter, of cows and calves and other milch and draught cattle. In this light, the government has constituted an apex advisory body Rashtriya Kamdhenu Aayog which will provide the policy framework and direction to the cow conservation and development programmes in the country and for ensuring proper implementation of laws with respect to the welfare of cows. It is in pursuance of the announcement of setting up of the Aayog in the Union Budget 2019-20.

Impact

  • The setting up of Rashtriya Kamdhenu Aayog will lead to conservation, protection and development of cattle population in the country including development and conservation of indigenous breeds.
  • It will result in increased growth of livestock sector which is more inclusive, benefitting women, and small and marginal farmers.
  • The Rashtriya Kamdhenu Aayog will work in collaboration with Veterinary, Animal Sciences or Agriculture University engaged in the task of research in the field of breeding and rearing of cow, organic manure, biogas, etc.

Conclusion

  • It will try to overcome the menace of stray cattle in urban areas and paucity of fund for the creation of cow shelters. It will also try to make cow more productive for farmers and encourage them not to abandon the cow when it is of no economic use.
