PRAHAAR: Shaping a New Era of Proactive Counter-Terrorism
On 23rd February 2026, the Ministry of Home Affairs unveiled PRAHAAR, India’s first comprehensive counter-terrorism policy, formalising a zero-tolerance doctrine against terrorism.
Rationale behind the Policy
Persistent Cross-Border Terrorism
- There are continued threats posed by hostile neighbours who allegedly use terrorism as an instrument of state policy.
Evolving Nature of Terrorism
- The nature of terrorism is constantly evolving with the use of modern technologies like drones, encrypted messaging apps, the dark web, and cryptocurrency.
- Furthermore, there is an increasing nexus between terrorist organisations and organised criminal networks, making the threat more complex.
