निर्देषः- 1. कुल पाँच प्रश्नों के उत्तर दीजिए। प्रत्येक खण्ड से कम से कम दो प्रश्न करना अनिवार्य है।

2. सभी प्रश्नों के अंक समान हैं।

खण्ड-अ(Section-A)

1. निम्नलिखित में से किन्हीं तीन पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 200 शब्दों से अधिक की न हो :
   (अ) ‘‘लोक प्रशासन सार्वजनिक परिदृश्य में सहकारी सामूहिक प्रयास है।’’
   (ब) ‘‘सामान्यज्ञ-विशेष विवाद’’
   (स) ‘‘प्रशासनिक व्यवहार में मनोबल का महत्व’’
   (द) ‘‘प्राधिकार तथा उत्तरदायित्व साथ-साथ चलते हैं।’’
   Write short notes on any three of the following in not more than 200 words :
   (a) “Public administration is cooperative group effort in public setting.”
   (b) “Generalist-specialist controversy.”
   (c) “The importance of morale in administrative behaviour.”
   (d) “Authority and Responsibility go together.”
2. विकासशील समाजों में लोक प्रशासन की भूमिका की विवेचना कीजिये।
   Discuss the role of public administration in developing societies.
3. वेबर के अधिकारी तंत्र सिद्धान्त की विवेचना कीजिये। इसकी आलोचना के मुख्य बिन्दुओं पर टिप्पणी कीजिए।
   Discuss Weber's theory of Bureaucracy. Comment upon its main points of criticism.
4. निर्णय निर्माण के क्षेत्र में हर्बर्ट साइमन के योगदान का आलोचनात्मक विवेचन कीजिए।
   Critically discuss the contribution of Herbert Simon in the field of decision making.

खण्ड-ब(Section-B)

5. निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
   (अ) ‘‘नवीन लोक प्रशासन’’
   (ब) ‘‘सूत्र एवं स्टाफ अभिकरण’’
   (स) ‘‘वित्त पर विधायी नियंत्रण’’
   Write short note on any two of the following in not more than 300 words :
   (a) “New Public Administration”
   (b) “Line and Staff Agencies”
   (c) “Legislative control over Finance”
6. प्रशासनिक सुधार की अवधारणा एवं उसकी प्रक्रिया का परीक्षण कीजिए।
   Examine the concept and process of Administrative Reforms.
7. तुलनात्मक लोक प्रशासन के क्षेत्र में रिग्ज के योगदान का विश्लेषण कीजिए।
   Analyse the contribution of Riggs in the field of Comparative Public Administration.
8. नीति निर्माण की प्रक्रिया की विवेचना कीजिये। इसके क्रियान्वयन में आने वाली समस्याओं पर टिप्पणी कीजिए।
   Discuss the process of policy formulation. Comment upon the problems in its implementation.
