निर्देषः- 1. कुल पाँच प्रश्नों के उत्तर दीजिए। प्रत्येक खण्ड से कम से कम दो प्रश्न करना अनिवार्य है।

खण्ड-अ(Section-A)

1. निम्नलिखित में से किन्हीं तीन पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 200 शब्दों से अधिक की न हो :
   (अ) विकासशील समाज में लोक प्रशासन
   (ब) मानव संबंध आन्दोलन
   (स) प्रशासनिक अधिनिर्णय
   (द) समकालीन प्रशासन में कम्प्यूटर की भूमिका
   Write short note on any two of the following in not more than 200 words :
   (a) Public Administration in a developing society.
   (b) Human relations movement.
   (c) Administrative adjudication.
   (d) Role of computer in present day administration.
2. नवीन लोक प्रशासन आंदोलन के चरणों का विवेचन कीजिये तथा उसके प्रमुख लक्षणों का परीक्षण कीजिये।
   Discuss the steps of New Public Administration Movement and examine its salient features.
3. ‘‘टेलर ने सिद्धांत तथा व्यवहार, विचार एवं प्रयोग तथा कार्य करना व पढ़ाना एक ही व्यक्ति तथा एक ही जीवन में मिश्रित किये।’’ विवेचना कीजिये।
   “Taylor combined theory and practice, thought and experiment and performing and teaching all in one person and in one life.” Discuss.
4. नीति निर्माण तथा निर्णय लेने की प्रक्रिया के परिप्रेक्ष्य में हरबर्ट साइमन के योगदान का मूल्यांकन कीजिये।
   Evaluate the contribution of Herbert Simon in the context of Policy Formulation and Decision Making Process.

खण्ड-ब(Section-B)

5. निम्नलिखित में से किन्हीं दो पर संक्षिप्त टिप्पणियाँ लिखिये, जिनमें से प्रत्येक 300 शब्दों से अधिक की न हो :
   (अ) आदेश की एकता
   (ब) प्रतिबद्ध नौकरशाही
   (स) प्रशासन पर न्यायिक नियंत्रण के साधन
   Write short notes on any two of the following in not more than 300 words :
   (a) Unity of Command
   (b) Committed Bureaucracy
   (c) Means of Judicial control over administration.
6. क्या भारत में उच्च सिविल सेवाओं की वर्तमान प्रशिक्षण प्रणाली वैश्विक चुनौतियों का सामना करने में सक्षम है? विवेचना कीजिये।
   Is the present system of training for higher Civil Services in India capable to meet challenges? Discuss.
7. निष्पादन बजट तथा शून्य आधारित बजट की अवधारणा का परीक्षण कीजिये तथा एक प्रजातांत्रिक व्यवस्था के वित्तीय प्रशासन में उनके लाभ एवं सीमाओं की विवेचना कीजिये।
   Examine the concept of Performance Budget and Zero Based Budget and discuss their advantages and limitations in Financial Administration of a democratic polity.
8. प्रशासन पर नागरिक नियंत्रण के अर्थोपायों का परीक्षण कीजिये। ये भारत में कहां तक प्रभावी रहे हैं?
   Examine the ways and means of citizen control over administration. How far they have been effective in India?
