The Missile Technology Control Regime (MTCR) is an informal 35-member grouping established in 1987 to limit the proliferation of delivery systems for weapons of mass destruction.

Category Controls: Range and Payload

  • Category I includes complete systems exceeding 300 km range and 500 kg payload.
  • These items are subject to a strong presumption of denial for export.
  • Category II covers less sensitive dual-use components and smaller missile systems.
  • Controls focus on preventing the conversion of civilian technology into nuclear delivery systems.
