Parliament passes Deposit Insurance and Credit Guarantee Corporation (Amendment) Bill 2021

  • On 9th August 2021, the Parliament has passed the Deposit Insurance and Credit Guarantee Corporation (Amendment) Bill, 2021.
  • It seeks to amend the Deposit Insurance and Credit Guarantee Corporation Act, 1961.
  • The Bill seeks to provide depositors time-bound access to their insured deposit amount, in case they are restricted from accessing their bank deposits.
  • It provides that the Corporation will be liable to pay the insured deposit amount to depositors on an interim basis.
  • The Bill mandates the Corporation to pay the insured amount to the depositors within 90 days of the date such liability arises.

Parliament passes Constitution (Scheduled Tribes) Order (Amendment) Bill 2021

  • On 9th August 2021, Parliament has passed the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2021.
  • The Bill seeks to amend the constitutional list of Scheduled Tribes as recommended by Arunachal Pradesh.
  • It removes the Abor tribe from the list of identified STs in that state and also replaces certain STs with other tribes.

127th Constitution Amendment Bill 2021 introduced in Lok Sabha

  • On 9th August, 2021 the Constitution (One Hundred and Twenty Seventh Amendment) Bill, 2021 was introduced in the Lok Sabha.
  • The bill seeks to restore the power of States and Union Territories to make their own OBC lists.

NIFTEM Bill Passed by the Parliament

  • Parliament has passed the National Institutes of Food Technology, Entrepreneurship and Management Bill, 2021
  • With this, two educational institutes - National Institute of Food Technology Entrepreneurship and Management (NIFTEM), Kundli (Haryana) and Indian Institute of Food Processing Technology (IIFPT), Thanjavur (Tamil Nadu) under the Ministry of Food Processing Industries became Institutions of National Importance (INI).
  • This will provide these Institutes greater autonomy, so that they can start new and innovative courses, as well as help them to attract excellent faculty and students.

Mines And Minerals (Development And Regulation) Amendment Bill 2021

  • The Parliament has passed the Mines and Minerals (Development and Regulation) Amendment Bill 2021.
  • The Bill seeks to amend the Minerals (Development and Regulation) Act, 1957 and provides for removal of distinction between captive and merchant mines.
  • It empowers the Central Government to issue directions regarding composition and utilization of funds maintained by the District Mineral Foundation.
  • The legislation provides that captive mines other than atomic minerals may sell up to 50 per cent of their annual mineral production in the open market after meeting their own needs.
  • The Bill empowers the central government to specify a time period for completion of the auction process in consultation with the state government.
  • Note: The Government is proposing to make National Mineral Exploration Trust NMET an autonomous and professional body, which would provide funds for exploration.

National Commission For Allied & Healthcare Professions Bill, 2020

  • The Rajya Sabha on 16th March 2021 passed the National Commission for Allied and Healthcare Professions Bill, 2020.
  • The Bill seeks to regulate and standardise the education and practice of allied and healthcare professionals.
  • It defines ‘allied health professional’ as an associate, technician, or technologist trained to support the diagnosis and treatment of any illness, disease and injury.
  • The Bill has a provision to set up the National Commission for Allied and Healthcare Professions.
  • Under the legislation, a provision has been made that no person is allowed to practice as a qualified allied and healthcare practitioner other than those enrolled in a State Register or the National Register.
