G4 Calls for Urgent Reform of UNSC

On 26th Sept 2024, the Group of Four (G4) countries—India, Brazil, Germany, and Japan—met to push for urgent reform of the UN Security Council (UNSC).

- Significant Challenges to Multilateralism: During a meeting on the sidelines of the UN General Assembly (UNGA) on September 23, G4 ministers reviewed the progress of UNSC reform, acknowledging the “significant challenges” facing the multilateral system.
- Increased Membership for Developing Nations: The G4 Ministers called for an increase in both permanent and non-permanent UNSC membership to enhance the representation of developing countries and those contributing to international peace and security.
- Better Representation for Key Regions: They highlighted the need for improved representation from regions such as Africa, Asia-Pacific, and Latin America and the Caribbean in both categories of UNSC membership.
- Concerns Over Lack of Progress: The Ministers expressed “strong concern” regarding the absence of substantial progress in intergovernmental negotiations and called for urgent text-based discussions to commence.
- Joint Meeting of L69 and C-10: On the same day, the L69 group, which includes India, held a joint meeting with the C-10 group of ten African countries, emphasizing the importance of greater representation for the Global South in UNSC reforms.
- Transformative Reforms Needed: The Ministers reiterated the urgent need for a more representative, transparent, efficient, effective, democratic, and accountable Security Council, recognizing that the recent Summit of the Future presented a renewed commitment opportunity.
- Support for Common African Position: Both the L69 and G4 groups reaffirmed their support for the Common African Position (CAP) based on the Ezulwini Consensus and the Sirte Declaration, stressing that delays in reform undermine the UN's credibility and legitimacy.
