India–Bhutan Hold Development Cooperation Talks

On 30th June 2025, India and Bhutan held Development Cooperation Talks in New Delhi to review and advance the full spectrum of their ongoing development partnership.

Key Points

  • Leadership and Venue: The Indian delegation was led by Secretary (West), MEA, Tanmaya Lal, while Bhutan was represented by Foreign Secretary Aum Pema Choden.
  • Rs. 10,000 CroreCommitment: India reaffirmed its pledge of Rs. 10,000 crore for Bhutan’s 13th Five Year Plan (2024–2029), covering PTA, HICDPs, ESP, and Programme Grants.
  • Project Review: Both sides reviewed 61 PTA projects worth Rs. 4,958 crore and 283 High Impact Community Development Projects worth Rs. 417 crore, currently in various stages of implementation.
  • Second Tranche Proposals: Bhutan presented its second tranche of PTA proposals, with 10 new projects worth Rs. 1,113 crore receiving joint approval across healthcare, infrastructure, connectivity, and livestock sectors.
  • Economic Stimulus Support: India has already disbursed Rs. 750 crore under the Economic Stimulus Programme and Rs. 100 crore in Programme Grants to support Bhutan’s economic priorities.
  • Revised PTA Allocations: The discussions included revising PTA allocations to align with Bhutan’s evolving developmental needs and goals.
