Diamond Imprest Authorization (DIA) Scheme

On 22nd January 2025, the Government of India launched the Diamond Imprest Authorization (DIA) Scheme to boost the competitiveness of India’s diamond industry by enabling duty-free import of natural cut and polished diamonds.
Key Points
- Objective: Enhance value addition in diamond exports and sustain India’s leadership in the global diamond value chain.
 - Launch Date: The scheme will take effect from April 1, 2025.
 - Export Obligation: Requires 10% value addition on imported diamonds.
 - Eligibility: Exporters with:
- Two Star Export House status or higher.
 - Annual exports of at least $15 million.
 
 - Global Alignment: Supports beneficiation policies of diamond-mining nations (e.g., Botswana, Namibia, Angola).
 - Current Challenges: India’s diamond exports have seen a decline, with December 2024 exports falling by 10.29% to $1,967.98 million due to economic uncertainty and shifting consumer preferences.
 - Government’s Response: The scheme aims to rejuvenate the sector, providing MSME exporters a level-playing field.
