  • 08 Sep 2025

On 2nd September 2025, the Bhubaneswar Municipal Corporation, in partnership with the International Forum for Environment, Sustainability & Technology (iFOREST), released India’s first Integrated Heat and Cooling Action Plan (IHCAP) to address rising urban temperatures and cooling demands.

Key Points

  • Plan Development: Prepared by iFOREST in collaboration with the Singapore-ETH Centre (SEC) under the Cooling Singapore Program. The plan took 18 months of research and modelling to complete.
  • Urban Heat Challenges: IHCAP addresses rising temperatures, high humidity, the Urban Heat Island effect, and increasing dependence on air conditioners in Bhubaneswar.
  • International Collaboration: iFOREST provided critical data for climate modelling and emphasised the need for multi-agency collaboration to implement IHCAP in Bhubaneswar.
