Centre Issues Guidelines for Public EV Charging Stations
- 29 Sep 2025
On 26th September 2025, the Government of India released operational guidelines for the rollout of nearly 72,300 public electric vehicle (EV) charging stations nationwide under the PM E-DRIVE scheme. The framework aims to accelerate EV infrastructure deployment across government, commercial, and public locations.
Key Points
- Subsidy Framework: The guidelines provide a tiered subsidy structure to support the installation of charging infrastructure at government offices, highways, public transport hubs, and commercial complexes.
- 100% Subsidy Locations: Government offices, residential colonies, hospitals, and educational institutions will receive a 100 per cent subsidy on upstream infrastructure and EV charging equipment if free public access is ensured.
- High-Traffic Public Locations: Railway stations, airports, bus terminals, metro stations, municipal parking lots, public sector ports, retail outlets of state-run oil companies, and toll plazas operated by NHAI or state governments will receive 80 per cent subsidy on upstream infrastructure and 70 per cent on charging equipment.
- Commercial and Highway Sites: Shopping malls, markets, and roadside facilities along highways and expressways are eligible for 80 per cent support on upstream infrastructure costs.
- Battery Swapping/Charging Stations: Any battery swapping or charging station installation is eligible for 80 per cent support on upstream costs.
- Implementation Process: Eligible government agencies will appoint nodal bodies to aggregate demand, identify priority sites, and submit proposals through a dedicated portal. Bharat Heavy Electricals Ltd (BHEL) is designated as the Project Implementation Agency (PIA) for overseeing deployment.
- Disbursement Mechanism: Subsidies will be released in two tranches, linked to compliance and performance benchmarks.
