Delhi Cabinet Clears Jan Vishwas Bill

On 30th December 2025, the Delhi Cabinet approved the Delhi Jan Vishwas (Amendment of Provisions) Bill, 2026, aiming to decriminalise minor offences and simplify compliance norms to promote ease of doing business and ease of living.

  • The proposed Bill aligns with the Jan Vishwas (Amendment of Provisions) Act enacted by the Centre, which decriminalised minor offences in central laws.
  • Following the Centre’s advisory, the Delhi Government reviewed its statutes and identified several cases where civil penalties are more appropriate than criminal prosecution.
  • Criminal proceedings for minor, technical, and procedural violations will be replaced with civil penalties, administrative fines, and an appellate mechanism.
  • The Bill does not dilute action against serious offences, and provisions related to public health, safety, and matters affecting life will remain unchanged.
  • The government expects the move to significantly reduce litigation and improve the effectiveness of administrative machinery.
