MNRE Revises Waste-to-Energy Guidelines

On 28th June 2025, the Ministry of New and Renewable Energy (MNRE) released revised guidelines for Waste-to-Energy (WtE) projects to enhance performance-based monitoring and streamline the disbursal of Central Financial Assistance (CFA).
Key Points
- Two-Stage CFA Disbursal:Under the new framework, CFA will be disbursed in two stages. 50% will be released after obtaining the “Consent to Operate” from the State Pollution Control Board. The remaining 50% will be disbursed after the plant achieves 80% of the rated or eligible capacity, whichever is lower.
- Support for MSMEs:These changes are expected to ease financial stress for Micro, Small and Medium Enterprises (MSMEs), enabling them to scale up the production of Compressed Bio Gas, Biogas, and Power from waste.
- Simplified Processes:Approval procedures and paperwork have been significantly reduced to accelerate project implementation timelines.
- Performance-Based Model:The revised guidelines adopt a performance-oriented approach, focusing on actual plant output instead of just infrastructure completion.
- Boost to Circular Economy:The initiative supports India’s broader environmental and sustainability goals by promoting efficient energy generation from bio-waste.
