Bihar Cabinet Clears Major Reforms

On 26th November 2025, the Bihar Cabinet, in its first meeting since the formation of the new government, approved six key proposals aimed at empowering youth, promoting startups, accelerating industrial development, and enabling planned urban expansion across the state.

  • A high-level committee will be formed to guide employment-oriented initiatives in the startup and new-age economy sectors.
  • It will monitor policy reforms, provide financial and technical support, and expand opportunities in the digital and smart economy.
  • The Cabinet approved the creation of a top-level committee to design a comprehensive plan for establishing Bihar as a major technology hub, including proposals for a defence corridor, semiconductor fabrication park, global capability centres, a mega tech city, and a fintech city
  • A dedicated committee will prepare an action plan to develop Bihar as a global back-end and IT-enabled services hub focusing on IT, BPO, KPO, data processing, and content management.
  • Another proposal aims to expand startup incubation, improve access to funding, and enhance employment-linked entrepreneurial activities to boost Bihar’s presence in the national startup landscape.
