Directorate General of Civil Aviation (DGCA)

On 4th December 2025, the Directorate General of Civil Aviation (DGCA) held a review meeting with the Civil Aviation Minister, senior officials, and IndiGo’s top management after the airline reported widespread disruptions and unusually high daily flight cancellations since late November 2025.

  • The DGCA stated that IndiGo attributed the disruptions primarily to transition challenges in implementing Phase-2 of the revised Flight Duty Time Limitations (FDTL), difficulties in crew rostering, and additional pressure from winter operational conditions, which collectively created sustained scheduling instability across its network.
  • IndiGo acknowledged during the meeting that it had significantly underestimated the number of crew members required to comply with the new FDTL regulations, resulting in planning gaps that directly contributed to cancellations ranging between 170 and 200 flights per day.
  • The airline informed authorities that flight cancellations are expected to continue for a few more days as it works to stabilise operations, and it will proactively reduce its overall flight schedule beginning 8 December to minimise passenger inconvenience.
  • IndiGo also requested temporary relaxations from certain FDTL provisions until 10 February 2026, arguing that short-term regulatory flexibility is needed to restore operational reliability while it addresses internal planning shortfalls.
