PNGRB Clears CBG Pipeline Integration Guidelines

  • 13 Feb 2026

On 11th February 2026, the Petroleum and Natural Gas Regulatory Board (PNGRB) approved guidelines for injecting Compressed Biogas (CBG) into Natural Gas Pipeline and City Gas Distribution (CGD) networks to standardise integration and boost green energy adoption.

Key Points

  • Regulatory Framework Introduced: The guidelines establish a comprehensive and standardised framework for the safe and efficient injection of CBG into natural gas pipeline and CGD networks across the country.
  • Boost To CBG Ecosystem: The move is aimed at operationalising grid-based evacuation of Compressed Biogas, improving project viability and ensuring assured market access for producers and investors.
  • Stakeholder-Centric Development: The guidelines were prepared through consultations with producers, pipeline operators, CGD entities, technology providers and other stakeholders, followed by public feedback and an open house discussion.
  • Technical and Safety Standards: The framework covers design specifications, installation procedures, operational practices, monitoring systems and safety measures, including odorization and control mechanisms aligned with national technical regulations.
  • Quality and Compliance Norms: Provisions have been included for maintaining CBG quality standards, calibration practices, safety instrumentation and integrity management to ensure uniform implementation across networks.
  • Infrastructure Facilitation: The policy supports cluster-based pipeline connectivity under development schemes, helping developers plan infrastructure and attract financing for large-scale CBG production.
