TRAI Amends Digital Connectivity Rating Framework

The Telecom Regulatory Authority of India (TRAI) released the ‘Rating of Properties for Digital Connectivity (Amendment) Regulations, 2026 (3 of 2026)’ on 13th May 2026.
- The revised regulations introduce additional half-star rating levels, expanding the earlier five-star structure to a nine-level rating framework.
- According to TRAI, the move aims to provide better differentiation among properties and clearer assessment of digital connectivity infrastructure and service quality.
- The amended framework also allows under-construction residential and commercial properties to apply for phased digital connectivity assessments.
- Under the new mechanism, Digital Connectivity Rating Agencies will issue a “Designed For” certificate at the planning stage and an “Installation Completed For” certificate after infrastructure deployment.
- A final connectivity rating will be awarded once telecom services become operational in the property.
- The regulator also introduced an optional Digital Connectivity Audit mechanism for existing properties to identify infrastructure gaps before formal ratings are assigned.
- The amendments strengthen the code of conduct for Digital Connectivity Rating Agencies to improve transparency and independence in assessments.
