DPIIT Releases Guidelines for BHAVYA Scheme

On 23rd May 2026, the Department for Promotion of Industry and Internal Trade (DPIIT) released operational guidelines for the implementation of the Bharat Audyogik Vikas Yojana (BHAVYA) to develop world-class industrial parks and strengthen India’s manufacturing ecosystem.
Key Points
- Industrial Park Development: The scheme targets development of 100 industrial parks between 2026-27 and 2031-32.
- First Phase: Up to 50 industrial parks will be selected initially through a challenge-based competitive process.
- Infrastructure Focus: Parks will include plug-and-play facilities, logistics connectivity, renewable energy systems, worker housing, and digital governance infrastructure.
- Eligibility Criteria: Minimum land requirement is 100 acres for most states and 25 acres for hilly and northeastern states.
- Implementation Model: Projects will be managed through Special Purpose Vehicles (SPVs) under the Companies Act, 2013.
- Monitoring Agency: National Industrial Corridor Development Corporation will serve as the Project Management Agency.
