Cabinet Approves BHAVYA-Rasayan Scheme

On 24th July 2026, the Union Cabinet approved the Bharat Audyogik Vikas Yojana Rasayan (BHAVYA-Rasayan) Scheme with an outlay of ₹3,030 crore to establish three dedicated Chemical Parks across India.

• About the Scheme: The BHAVYA-Rasayan Scheme aims to establish three world-class Chemical Parks to strengthen India's chemical manufacturing ecosystem and improve global competitiveness.
• Financial Outlay: The scheme has a total outlay of ₹3,030 crore, including ₹3,000 crore for infrastructure development and ₹30 crore for administrative expenditure.
• Implementation Period: The scheme will be implemented over five years (FY 2026–27 to FY 2030–31).
• Implementation Model: The Chemical Parks will be developed by State Governments under the Challenge Route, with the Centre providing a grant of up to ₹1,000 crore per park, subject to a minimum State contribution of ₹500 crore.
• Infrastructure: Each park will have a minimum area of 8 sq. km (2,000 acres) and will provide plug-and-play infrastructure, including common utilities and industrial facilities.
• Environmental Features: The parks will include common effluent treatment plants, hazardous waste management facilities, and treatment, storage and disposal infrastructure to promote environmentally sustainable industrial development.
