  1. Whether it is a fact that out of 19 schemes of the Ministry, now only three schemes Mission Shakti, Mission Vatsalya, Saksham Anganwadi are in operation at present;
  2. If so, the reasons therefor;
  3. Whether is it a fact that the funds allotted for these welfare schemes remained unspent;
  4. If so, the details thereof during the last three years and the reasons therefor; and
  5. The corrective steps taken by Government to ensure allocated funds are fully utilised under women welfare schemes?

(a) to (e): No. To ensure better monitoring and efficient implementation, in the XVth Finance Commission Cycle, all the schemes being implemented by the Ministry for women and children have been clubbed into three verticals viz. (1) Mission Saksham Anganwadi & Poshan2.0 for improving nutrition indicators in the country; (2) Mission Vatsalya, for protection and welfare of children and (3) Mission Shakti, for safety, protection and empowerment of women. The details of these schemes are as under:

I. Saksham Anganwadi & Poshan 2.0: This programme has been reorganized into3 primary verticals: (i) Nutrition Support for Children, Adolescent Girls and Pregnant Women & Lactating Mothers (ii) Early Childhood Care and Education [3-6years] and(iii) Anganwadi Infrastructure including modern, upgraded Saksham Anganwadis.

II. Mission Shakti: Mission Shakti comprises of two sub-schemes ‘Sambal’ and‘Samarthya’ for safety and security of women and empowerment of women respectively. The existing schemes of One Stop Centres (OSC), Women Help lines (181-WHL) and Beti Bachao Beti Padhao (BBBP) have been made part of Sambal sub-scheme and a new component Nari Adalat has been introduced. The existing schemes of Pradhan Mantri Matru Vandana Yojana (PMMVY), Ujjwala &Swadhar Greh named as Shakti Sadan; Working Women Hostel named as SakhiNiwas; Gender Budgeting; National Creche Scheme (PALNA); along with a new component of Hubs for Empowerment of Women at National, State and District level have been subsumed in ‘Samarthya’.

III. Mission Vatsalya: Under the scheme, support is provided for delivering services for children in need and in difficult circumstances universally across the country; and develop context-based solutions for holistic development of children from varied backgrounds. The Child Care Institutions (CCIs) established under the scheme support inter-alia Boarding & Lodging, age-appropriate education, access to vocational training, recreation, health care, counseling etc. and covers both rural and urban children. Under sponsorship component, the Children in Need of Care and Protection (CNCP) in kinship or foster care are provided support for boarding and lodging @ Rs.4000/- per month.

The funds are being released to all the States/UTs as per schematic norms, after obtaining Utilisation Certificate and Statement of Expenditure from the States/UTs in accordance with the guidelines of Ministry of Finance. The unspent amount remaining under the schemes is adjusted while releasing the grants for the next Financial Year. Now the funds are being released to all States/UTs through Single Nodal Account(SNA) for proper scheme-wise monitoring of the funds. The Central Government is holding regular review meetings with States/UTs to ensure optimum utilization of funds. The details of funds allotted and utilized under the schemes of the Ministry during the last three years is annexed.
