40% of India’s CM Face Criminal Cases: ADR Report

In August 2025, the Association for Democratic Reforms (ADR) released a report revealing that 12 of India’s 30 sitting Chief Ministers have declared criminal cases against themselves in their election affidavits.

  • Telangana Chief Minister Revanth Reddy declared the highest number of cases at 89, followed by Tamil Nadu Chief Minister M.K. Stalin with 47 cases.
  • Andhra Pradesh Chief Minister N. Chandrababu Naidu disclosed 19 cases, while Karnataka’s Siddaramaiah declared 13 and Jharkhand’s Hemant Soren declared 5.
  • Maharashtra Chief Minister Devendra Fadnavis and Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu both declared four cases each.
  • Kerala’s Pinarayi Vijayan disclosed two cases, and Punjab’s Bhagwant Mann declared one.
  • According to ADR, 10 Chief Ministers (33%) face serious criminal cases, including charges related to attempt to murder, kidnapping, bribery, and criminal intimidation.
