Government Notifies New Customs Baggage Rules

On 1st February 2026, the Union Government notified the Baggage Rules, 2026 along with the Customs Baggage (Declaration and Processing) Regulations, 2026 and a Master Circular to simplify and speed up airport clearance for international passengers.

New Legal Framework: The Baggage Rules, 2026 and accompanying regulations have been notified by the Ministry of Finance to modernise customs procedures for travellers entering and leaving India.
Paperless and Digital Declarations: Passengers will be able to declare baggage electronically, including advance filing, significantly reducing paperwork and waiting time at customs counters.
Faster Airport Clearance: The reforms aim to enhance transparency and ensure quicker processing of passengers amid rising international travel volumes.
Enhanced Allowances: The new rules provide improved general free allowance, revised transfer of residence benefits, and special allowances for jewellery.
Duty-Free Laptop: One laptop has been allowed duty-free for passengers above 18 years of age, easing travel for professionals and students.
Temporary Imports and Re-imports: Simplified provisions have been introduced for goods temporarily taken abroad and brought back to India, reducing procedural complications.
Pets Allowed Duty-Free: Passengers can bring pets duty-free, subject to compliance with prescribed rules and conditions.
Passenger-Centric Approach: The government stated that the revised provisions reflect changing economic conditions, higher travel volumes and evolving passenger expectations.
