Provincialisation Management System (PMS) Portal
- 19 Feb 2026
On 18th February 2026, Assam Chief Minister Himanta Biswa Sarma launched the Provincialisation Management System (PMS) portal at Lok Sewa Bhawan to address the long-pending issue of provincialisation of venture educational institutions.
- The portal will streamline, monitor and process applications from non-provincialised venture schools and colleges and their teaching and non-teaching staff.
- It operates under the Assam Education (Provincialisation of Services of Teachers and Re-Organisation of Educational Institutions) Act, 2017, as amended in 2025.
- The PMS portal creates a centralised database of venture institutions and staff, aiming to enhance transparency and reduce irregularities.
- This marks the third and most comprehensive phase of provincialisation, covering LP, UP/ME, high schools, higher secondary schools and degree colleges.
- Over 50,000 teachers have been provincialised in phases since 2011.
- Institutions established before 1 January 2006 are eligible, subject to submission of recognition, land documents, academic performance and staff credentials.
