FSSAI Draft Packaging Amendment for Pan Masala

On 28th April 2026, the Food Safety and Standards Authority of India (FSSAI) notified the Draft Food Safety and Standards (Packaging) Amendment Regulations, 2026, proposing changes to the 2018 regulations, including specific provisions for pan masala packaging.

The proposal encourages eco-friendly materials such as paper, paperboard, cellulose, and similar natural alternatives.
Draft norms specify that packaging must be free from plastic, synthetic polymers, aluminium foil, and metallized layers.
Existing packaging formats like tin and glass containers will continue to be allowed.
The move aligns with sustainable packaging goals and the Plastic Waste Management Rules, 2016.
The amendment aims to balance environmental sustainability with product safety and industry flexibility.
Stakeholders have been invited to submit feedback within 30 days before finalisation.
