National Honour (Amendment) Bill, 2026

On 29th July 2026, the Rajya Sabha passed the Prevention of Insults to National Honour (Amendment) Bill, 2026, extending statutory protection to the National Song, 'Vande Mataram'.

Key Points

Punishable Offences: Deliberately insulting the National Song, intentionally preventing or obstructing its rendition, or committing any act considered contrary to its honour will be punishable.
Penalty: The offence attracts imprisonment of up to 3 years, a fine, or both. Repeat offenders will face a minimum imprisonment of 1 year.
Objective: The amendment aims to safeguard the dignity of 'Vande Mataram', recognising its historic role in India's freedom movement and its status accorded by the Constituent Assembly.
Historical Background: The legislation coincides with the 150th anniversary of the composition of 'Vande Mataram'.
Government Directive: The amendment follows a Ministry of Home Affairs advisory directing States to play or sing 'Vande Mataram' at official functions, particularly where the National Anthem is performed.
