Conference on ‘Prahaar’ Anti-Terrorism Strategy Organised

On 28 September 2026, Union Home Minister Amit Shah inaugurated the ‘PRAHAAR-CT Policy and Strategy’ conference in New Delhi and launched the new ‘Extradition Portal’.

Key Facts

Seven Pillars: ‘Prahaar’ is based on Prevention, Response, Integration of Internal Capabilities, Human Rights, Reduction of Terror-conducive Conditions, International Coordination, and Recovery-Resilience.
10-Year Mechanism: Emphasis on developing a robust ‘Prahaar’ mechanism for the next 10 years through continuous analysis of terrorist incidents and extending it down to the police station level.
Automated Response: Focus on institutionalising an automated anti-terrorism response system at every level of the ‘Prahaar’ framework and preventing delays in action.
Extradition Portal: A new ‘Extradition Portal’ was launched to coordinate and accelerate efforts to bring fugitives back to India from abroad.
Return of Fugitives: Between 2019 and 2026, 288 fugitive criminals were brought back to India from 36 countries.
