Haryana Clears Bill On Right To Recall Panchayat Member

The Haryana Assembly on 6th November passed the Haryana Panchayati Raj (Second Amendment) Bill, 2020.

Major Provisions

  • The Bill provides the right to recall members of Panchayati Raj institutions.
  • The Bill allows the recall of village sarpanches and members of the block-level panchayat samitis and district-level zilaparishads if they fail to perform.
  • To recall a sarpanch and members of the two bodies, 50% members of a ward or gram sabha have to give in writing that they want to initiate proceedings. This will be followed by a secret ballot, in which their recall will require two-third members voting against them.
  • Further, the Bill has provision of 50% reservation to women in these rural bodies.
  • The Bill also proposes 8% reservation to the “more disadvantaged” among the Backward Classes.

Haryana Govt. Launches Welfare Schemes For Women, Kids

On August 5, 2020, state government of Haryana has launched two schemes towards welfare of women, kids:

  • MahilaEvamKishoriSammanYojana: To provide free sanitary napkins to girls and women of below poverty line (BPL) families.
  • MukhyaMantriDoodhUpharYojana: To provide fortified flavoured skimmed milk powder to women and children.

Haryana State Employment Of Local Candidates Ordinance, 2020

  • Haryana state Cabinet has passed the draft “Haryana State Employment of Local Candidates Ordinance, 2020” to provide 75% reservation for the residents of Haryana in private sector jobs having salary of less than Rs 50,000 per month.
  • Employment providers which have more than 10 employees in its premises would be covered in this upcoming Act.
  • The law will have stringent rules for industries and firms that will try to hide information regarding employees.
