In May 2025, as per the Annual Review of State Laws 2024 by PRS Legislative Research, Indian state legislative assemblies met for an average of just 20 days in 2024, continuing a trend of low legislative activity.

Key Points

  • Declining Sitting Days: Assemblies met for only 20 days on average in 2024, down from 28 in 2017 and just 16 during the pandemic-hit 2020.
  • Top & Bottom Performers: Odisha held the most sessions (42 days), followed by Kerala (38). Uttar Pradesh and Madhya Pradesh met for only 16 days.
  • Vacant Deputy Speaker Posts: 8 Assemblies currently lack a Deputy Speaker; Jharkhand hasn’t appointed one in over 20 years.
  • Fast-Tracked Legislation: Over 250 of 500+ bills (51%) were passed within a day of introduction; 8 states passed all bills this way.
  • Most Bills Passed: Karnataka passed the highest number of Bills (49), followed by Tamil Nadu (45); Delhi passed only one.
