India Launches New Civil Services Training Standards

On 18th July 2025, Union Minister Dr. Jitendra Singh launched the revamped National Standards for Civil Service Training Institutes 2.0 (NSCSTI 2.0) at the Civil Services Officers Institute in Delhi, marking a significant stride in transforming India’s civil services training landscape.

  • Development: The NSCSTI 2.0 framework, developed by the Capacity Building Commission (CBC), aligns with the Modi government’s vision of creating a future-ready and citizen-centric civil service that incorporates best practices from both the public and private sectors.
  • Evaluation Metrics: The revamped standards reduce the number of evaluation metrics from 59 to 43, allowing for clearer benchmarks, focused outcomes, and simplified assessments for Civil Service Training Institutes (CSTIs).
  • Consultations: Created through extensive consultations with over 160 CSTIs, domain experts, and independent assessors, the framework reflects a participatory approach that addresses on-ground training challenges.
  • Wide Applicability: NSCSTI 2.0 is designed to be adaptable across all levels of government—Central, State, and Urban Local Bodies (ULBs)—ensuring wide applicability and consistency in civil service training across the country.
  • Modern Learning: The framework introduces modern learning trends by integrating hybrid learning models, AI-driven content delivery, and digital tools, while embedding culturally rooted elements like Indian Knowledge Systems (IKS) and the Karmayogi Competency Model (KCM).
