Rajya Sabha Passes Indian Ports Bill, 2025

On 18th August 2025, the Rajya Sabha passed the Indian Ports Bill, 2025, replacing the colonial-era Indian Ports Act of 1908. It was earlier passed by the Lok Sabha on August 12.

  • Maritime Growth: Cargo at major ports rose from 581 million tonnes (2014–15) to 855 million tonnes (2024–25). Port capacity expanded by 87%, ship turnaround time halved to 48 hours, and coastal shipping volumes doubled.
  • Global Recognition: Nine Indian ports are ranked among the world’s best by the World Bank. The new Bill aligns India’s framework with global port leaders like Singapore, South Africa, the EU, and the US.
  • Maritime State Development Council: A statutory consultative body will coordinate between the Centre and States and prepare a National Perspective Plan for integrated port development.
  • Maritime Boards & Dispute Resolution: States can establish their own Maritime Boards for transparency and uniformity, while Dispute Resolution Committees will provide sector-specific redressal.
  • Environmental & Safety Standards: The Bill mandates compliance with international conventions such as MARPOL and Ballast Water Management, along with mandatory emergency preparedness systems.
