Dubai Launches Unified Freezone Passport System

On 18th August 2025, Dubai introduced the “One Freezone Passport,” a licensing reform that allows companies to operate across all of the emirate’s free zones under a single license, streamlining business operations and reducing regulatory costs.

The initiative, announced by the Dubai Free Zones Council, eliminates the need for multiple permits, enabling businesses to expand across the emirate without undergoing repeated incorporation processes.
The reform directly supports the Dubai Economic Agenda D33, which aims to double the emirate’s GDP by 2033 through innovation, investment attraction, and economic diversification.
By consolidating licensing procedures and compliance checks, the new system reduces administrative hurdles, allowing businesses to scale more quickly and at lower operational costs.
