India and Russia Sign Wide-ranging Agreements

During President Vladimir Putin’s state visit to New Delhi (04–05 December 2025), India and Russia signed a comprehensive set of agreements covering migration, healthcare, maritime cooperation, education, media, and economic collaboration to strengthen strategic ties and facilitate cross-border mobility.

- Migration & Mobility Agreements: India and Russia signed agreements on temporary labour activity and cooperation to combat irregular migration, enabling regulated workforce exchange and improved migration governance.
- Health & Food Safety Cooperation: Both sides formalised partnerships between health ministries and food safety authorities to enhance collaboration in medical education, healthcare systems, scientific research, and food safety standards.
- Maritime & Polar Training Initiatives: Two MoUs were signed between India’s Ministry of Ports, Shipping and Waterways and Russia’s transport authorities to train specialists for ships operating in polar waters and deepen maritime cooperation.
- Fertilizer Sector Collaboration: An MoU was concluded between JSC UralChem and major Indian fertilizer companies - Rashtriya Chemicals and Fertilizers, National Fertilizers Limited, and Indian Potash Limited - to ensure long-term supply and cooperation.
- Customs Information Exchange: A protocol between India’s CBIC and Russia’s Federal Customs Service was established for pre-arrival information exchange to streamline goods movement and improve border enforcement.
