On 6th May 2026, Union Education Minister launched the School Management Committee (SMC) Guidelines 2026 in New Delhi.

Key Points

  • Aims of SMC Guidelines 2026: The new guidelines aim to enhance school governance, accountability, and community participation across nearly 15 lakh schools in India.
  • NEP 2020 Implementation: The framework is designed to operationalise the vision of the National Education Policy 2020 through stronger local engagement in education.
  • Role of School Management Committees: SMCs are envisioned as a bridge between students, parents, teachers, and local communities to ensure holistic child development.
  • Focus on Child Welfare: The guidelines emphasise education, health, mental well-being, inclusivity, and support for Children With Special Needs (CWSN).
  • Community Ownership: The initiative seeks to transform SMCs into a sustainable people’s movement promoting shared responsibility in school improvement.
  • Reviving Public Participation: Drawing inspiration from initiatives like Vidyanjali, the guidelines encourage active societal involvement in education.
  • Expanded Responsibilities: Unlike earlier SMC frameworks that focused mainly on infrastructure and grant monitoring, the new guidelines broaden responsibilities to include academic quality, child safety, mental health, and learning outcomes.
  • Focus on FLN and Digital Governance: The framework prioritises Foundational Literacy and Numeracy (FLN), transparency, digital governance, and inclusive education practices.
  • School Community Governing Institutions: SMCs are redefined as active “school community governing institutions” contributing directly to educational quality and student welfare.
  • Broader Vision: The initiative aligns with India’s long-term goal of becoming a developed nation by 2047 through stronger educational foundations and community-led school transformation.
