Centre Reviews VB-G RAM G Convergence Framework

On 24th June 2026, the Department of Rural Development, Ministry of Rural Development held a high-level inter-ministerial consultation on the Draft Convergence Framework under the Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin) [VB-G RAM G] Act, 2025, ahead of the Act's implementation from 1st July 2026.
Key Points:
- Objective: The framework aims to promote a whole-of-government approach to rural development through convergence of Central and State schemes under Panchayati Raj Institution-led planning.
- Bottom-Up Planning: Development priorities identified by Gram Sabhas will be consolidated through Panchayati Raj Institutions and aligned with sectoral programmes of different Ministries.
- Single Plan-Multi Funding: The Act introduces a "Single Plan - Multi Funding" approach, enabling multiple government schemes to work together towards common rural development goals.
- Viksit Gram Panchayat Plan (VGPP): The VGPP will serve as the primary planning document, integrating local needs with resources available under various Central and State government schemes.
- Permissible Works: The Department has notified an interim list of 318 permissible works covering natural resource management, irrigation, rural connectivity, community infrastructure, livelihood assets, climate resilience and disaster preparedness.
