India-Netherlands Agreements for Kalpsar Project

On September 24, 2026, during the 9th India International Water Week, India and the Netherlands signed two tripartite Memorandums of Understanding (MoUs) for technical cooperation on Gujarat's Kalpsar Project.

Agreements: Two tripartite MoUs were signed between the Central Water Commission, the Kalpsar Department of Gujarat, and Dutch institutions Deltares and TU Delft.
Technical Cooperation: The agreements cover hydraulic and hydrological modeling, coastal and structural engineering, climate adaptation, capacity building, and knowledge transfer.
Kalpsar Project: The proposed project in Gujarat envisages creating a freshwater reservoir by utilizing the runoff from the Sabarmati, Mahi, and Dhadhar rivers along with water diverted from the Narmada.
Background: Following Prime Minister Narendra Modi's visit to the Netherlands in May 2026, a Letter of Intent (LoI) for technical cooperation on the Kalpsar Project was signed on May 16, 2026.
