Subhash C. Kashyap

On 4th June 2026, former Lok Sabha Secretary-General and noted constitutional expert Subhash C. Kashyap passed away at the age of 97.

Dr. Kashyap was one of India's foremost constitutional scholars and experts on parliamentary democracy.
He served as the Secretary-General of the Lok Sabha from 1983 to 1990.
He was a member of the high-level committee headed by former President Ram Nath Kovind that was tasked with preparing a legal framework for simultaneous elections in India.
An accomplished author, he wrote more than 100 books on the Constitution, parliamentary procedures, governance and democratic institutions.
Born in 1929 in a family of freedom fighters at Chadpur in Bijnor in the then United Provinces (now Uttar Pradesh), he actively participated in the national struggle for Independence as a teenager.
In 2015, he was awarded the Padma Bhushan.
