CCEA Approves Revised Rice Quality Norms for PMGKAY

On 1nd July 2026, the Cabinet Committee on Economic Affairs (CCEA) approved revised rice quality norms under Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) and other welfare schemes.

  • Improved Quality: Broken grain content in raw rice was reduced from 25% to 10% and in parboiled rice from 16% to 5%.
  • Beneficiaries: The reform will provide better-quality rice to over 80 crore beneficiaries under PMGKAY and other welfare schemes without reducing quantity.
  • Implementation: Procurement will begin immediately and be implemented in phases across procuring states by Kharif Marketing Season 2027-28.
  • Transparency: QR code tagging of rice bags will enable end-to-end traceability, improving inventory management and reducing leakages in the PDS.
  • Pilot Success: The policy was successfully tested in Haryana, Andhra Pradesh, Punjab, Odisha, Telangana and Chhattisgarh before nationwide rollout.
