Draft Notaries (Amendment) Bill 2021

To give opportunity to young eligible legal practitioners aspiring to serve as Notary Public, the Union Govt. has come out with as draft Bill for consultation.

Constitutional Provisions/ Govt. Initiatives towards Welfare of Tribals

Several provisions have been incorporated in the Constitution for safeguarding and promoting the interests and rights of the Scheduled Tribes in various spheres so as to enable them to join the national mainstream.

Constitutional Provisions

  • Article 46 of the Constitution provides that the State shall promote with special care the educational and economic interests of the weaker sections of the society and in particular, of the Scheduled Castes and Scheduled Tribes and shall protect them from social injustice and all forms of exploitation.

Reservation norms for Jute Packaging Materials for Jute Year 2021-22

On 10th November 2021, the Union Government has approved Reservation norms for mandatory use of jute in packaging for the Jute Year 2021-22 (1st July, 2021 to 30th June, 2022).

  • The mandatory packaging norms approved for Jute Year 2021-22 provide for 100% reservation of the foodgrains and 20% of sugar to be compulsorily packed in jute bags.

The Mineral Conservation and Development (Amendment) Rules, 2021 Notified

The Ministry of Mines has notified the Mineral Conservation and Development (Amendment) Rules, 2021 on 3rd November, 2021 to amend the Mineral Conservation and Development Rules, 2017 [MCDR].

The MCDR have been framed under section 18 of the Mines and Minerals (Development and Regulation) Act, 1957 [MMDR Act] to provide rules regarding conservation of minerals, systematic and scientific mining, and development of the mineral in the country and for the protection of environment.

“SAMBHAV” National Level Awareness Programme, 2021

For engaging the youth in promoting entrepreneurship leading to the economic development of the country, the Ministry of Micro, Small & Medium Enterprises (MSME) has launched “SAMBHAV”, a National Level Awareness Programme-2021.

42 Companies Selected Under PLI Scheme for White Goods

  • 42 applicants with committed investment of Rs 4,614 crore have been provisionally selected as beneficiaries under the PLI scheme.
  • The selected applicants include 26 for Air Conditioner manufacturing with committed investments of Rs. 3,898 crore and 16 for LED Lights manufacturing with committed investments of Rs. 716 crore.

CERT-In authorized as CVE Numbering Authority (CNA)

To nurture responsible vulnerability research in the country, CERT-In has partnered with the Common Vulnerabilities and Exposures (CVE) Program.

In this regard, Indian Computer Emergency Response Team (CERT-In) has been authorized by the CVE Program, as a CVE Numbering Authority (CNA) for vulnerabilities impacting all products designed, developed and manufactured in India.

‘Health Insurance for India’s Missing Middle’

On 29th October 2021, NITI Aayog released a comprehensive report titled Health Insurance for India’s Missing Middle, which brings out the gaps in the health insurance coverage across the Indian population and offers solutions to address the situation.

  • 50%: The Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana—a flagship scheme towards Universal Health Coverage, and State Government extension schemes—provides comprehensive hospitalization cover to the bottom 50% of the population.

Krishi UDAN 2.0

Krishi UDAN 2.0 was launched on 27th October 2021. The scheme proposes to facilitating and incentivizing movement of Agri-produce by air transportation.

  • The enhanced version of the Krishi UDAN scheme was formulated with support from AAICLAS - a 100% subsidiary of the Airports Authority of India and Invest India, India’s national Investment Promotion & Facilitation Agency, under the Ministry of Commerce and Industry.

India to Co-sponsor Marine Protected Areas

India has extended support for protecting the Antarctic environment and for co-sponsoring the proposal of the European Union for designating East Antarctica and the Weddell Sea as Marine Protected Areas (MPAs) at a high-level ministerial meeting conducted on 30 September 2021.
