Compensatory Afforestation Fund

Recently, the Union Environment Ministry has transferred Rs. 47,436 crore to 27 States for afforestation under the Compensatory Afforestation Fund (CAF).Consider the following statements regarding CAF:

The fund was established by the CAF Act was passed by the Centre in 2015 and the related rules were notified in 2018.
The fund will be used for compensatory afforestation, additional compensatory afforestation, penal compensatory afforestation, net present value, catchment area treatment plan or any money for compliance of conditions stipulated by the Central Government while according approval under the provisions of the Forest (Conservation) Act, 1980.

Explanation :

The government enacted Compensatory Afforestation Fund Act 2016 to provide a proper institutional mechanism for compensatory afforestation matters. Related rules were notified in 2018.
The Act established National Compensatory Afforestation Fund (NCAF) under the Public account of India and State Compensatory Afforestation Funds under public accounts of states.
The National Fund will receive 10% of these funds, and the State Funds will receive the remaining 90%.
The funds can be used for treatment of catchment areas, assisted natural generation, forest management, wildlife protection and management,relocation of villages from protected areas, managing human-wildlife conflicts, etc.
Compensatory afforestation means that every time forest land is diverted for non-forest purposes such as mining or industry, the user agency pays for planting forests over an equal area of non-forest land, or when such land is not available, twice the area of degraded forest land.

In Himachal Pradesh, it is locally called chharma and grows in the wild in Lahaul and Spiti and parts of Kinnaur.
The plant is hardy and it can withstand extreme temperatures from -43ºC to 40ºC and it is considered to be drought tolerant.
The shrub develops extensive root system having ability to fix atmospheric nitrogen. It is therefore an ideal plant for soil erosion control, land reclamation, wildlife habitat enhancement, and farm stand protection in temperate region.
As a folk medicine, seabuckthorn has been widely used for treating stomach, heart and skin problems.
Its fruit and leaves are rich in vitamins, carotenoids and omega fatty acids.
Besides being an important source of fuelwood and fodder, seabuckthorn is a soil-binding plant which prevents soil-erosion, checks siltation in rivers and helps preserve floral biodiversity.
It also has commercial value, as it is used in making juices, jams, nutritional capsules.
